EFEKTIVITAS INOVASI PELAYANAN SURAT KETERANGAN CATATAN KEPOLISIAN (SKCK) DI POLRES PRABUMULIH PROVINSI SUMATERA SELATAN

Abstract

Public service is a form of existence and essence of a government institution, state institutions such as the TNI, POLRI, BIN, and other institutions, bureaucratic reform is a challenge for every government agency to realize good governance through changes to better service patterns. It is the government's obligation to fulfill the rights of citizens, including the right to get good and quality services. The purpose of this research is to describe and analyze the Effectiveness of the Service Innovation Certificate of Police Record (SKCK) at the Prabumulih Police, South Sumatra Province and to describe and analyze the supporting and inhibiting factors for the Effectiveness of Service Innovation Certificate of Police Records (SKCK) at the Prabumulih Police, South Sumatra Province . Especially in this study used a type of qualitative descriptive research aimed at describing the data collected systematically and accurately. It can be concluded that the Effectiveness of the Innovation Service Certificate for Police Records (SKCK) at the Prabumulih Police in South Sumatra Province has been going quite well, but it has not been very effective because there are several weak sides, including in this case there has been no utilization of service innovation with online applications, so the service is still manually, so that if many people are taking care of SKCK, they will experience quite long queues and the service is not responsive. Supporting Factors There is Perkap No. 18 of 2014 is a supporting factor in this research, because the policy is a guideline or rule that can be used as a reference for personnel in serving the community and can be used as a defense if there are people who protest outside the provisions, on the other hand the quality of personnel who are qualified and able to cooperate with either one of the efforts to improve the quality of SKCK services.
